RULAAC, Africana League, CAPPA Say State Police Alone Won't End Insecurity

The Rule of Law and Accountability Advocacy Centre (RULAAC), Africana League and Corporate Accountability and Public Participation Africa (CAPPA) have cautioned the Federal Government against relying solely on state police to tackle Nigeria's worsening insecurity, saying broader governance and socio-economic reforms are needed to address the root causes of violence and crime.

The civil society organisations made the submission during a webinar organised by CAPPA titled "Insecurity and State Policing in Nigeria: The Way Forward." 

They called for a comprehensive approach that combines policing and justice sector reforms with good governance, economic opportunities, stronger accountability mechanisms and meaningful youth participation.

Executive Director of RULAAC, Okechukwu Nwanguma, said insecurity is driven by governance failures, poverty, unemployment, corruption, impunity and weak institutions, stressing that police reforms alone cannot solve the country's security challenges. 

While supporting decentralised policing, he urged the adoption of national standards for recruitment, training and discipline, independent civilian oversight, transparent complaints mechanisms and safeguards against political interference.

Also speaking, Executive Director of Africana League, Dr Glory Ukwenga, advocated greater youth inclusion in the proposed state policing framework through representation on police service commissions, advisory councils and oversight bodies. 

CAPPA Executive Director, Akinbode Oluwafemi, said policing should be community-centred, accountable and rooted in respect for human rights rather than serving as an instrument of political control. 

The organisations urged the Federal Government and the National Assembly to ensure any state policing arrangement strengthens democracy, accountability and the rule of law.

CAPPA Backs FG’s Health Tax Policy, Seeks Higher Levy on Sugary Drinks

  The Corporate Accountability and Public Participation Africa (CAPPA) has welcomed the Federal Government’s plan to channel excise-tax revenues from alcohol, tobacco, and sugar-sweetened beverages (SSBs) into health financing, but urged authorities to raise the levy on sugary drinks to make it more effective. At a national health-financing dialogue in Abuja, Chairman of the Presidential Fiscal Policy and Tax Reforms Committee, Mr. Taiwo Oyedele, disclosed that a draft policy is being finalised to earmark revenues from “sin taxes” for healthcare.  The proposal will soon be submitted to the Minister of Health and Social Welfare. World Food Day: CAPPA Warns Against Corporate Capture of Nigeria’s Food System

As Nigeria joins the rest of the world to commemorate World Food Day 2025, the Corporate Accountability and Public Participation Africa (CAPPA) has raised concern over the growing dominance of ultra-processed foods in the country’s food system, warning that weak regulation and unchecked corporate influence are endangering public health. In a statement signed by CAPPA’s Media and Communication Officer, Robert Egbe, and released in Lagos on Thursday, the group said the government must urgently strengthen laws that protect citizens from deceptive marketing and unhealthy food products.
