NIPSS Lecture: IGP Disu Proposes Security, Intellectual Property Desk For Creative Economy

Inspector-General of Police, IGP Olatunji Rilwan Disu, has proposed the establishment of an Orange Economy Security and Intellectual Property Coordination Desk within an appropriate existing structure of the Nigeria Police Force.

Disu made the proposal on Wednesday, September 16, 2026, while delivering a lecture to participants of Senior Executive Course 48, 2026, at the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Plateau State.

In the lecture, titled “The Orange Economy and Entrepreneurship for Sustainable Development in Nigeria: The Role of the Nigeria Police Force,” the IGP examined the link between security, entrepreneurship and the growth of Nigeria’s creative industries.

He said sectors including film, music, fashion, publishing, advertising, digital content, gaming, tourism, heritage and the arts could contribute significantly to employment, investment and national development if creators and their intellectual assets were adequately protected.

According to him, the proposed desk would promote specialised policing, inter-agency collaboration, dedicated reporting channels and stronger engagement with creative-sector stakeholders.

Disu also called for intelligence-led action against organised piracy, counterfeiting, cyber-enabled fraud and other crimes affecting creative businesses, alongside financial investigations to trace proceeds linked to criminal networks.

He advocated stronger collaboration between the police, the Nigerian Copyright Commission and other relevant agencies to protect intellectual property, film locations, concerts, festivals, tourism sites and cultural assets.

The IGP stressed that effective policing of the creative economy must combine public safety with protection of the rights needed for creativity and legitimate enterprise to thrive.

He added that creating lawful pathways from talent to income and employment for young Nigerians could help reduce vulnerability to criminal activity while strengthening innovation, investment and economic growth.

The Nigeria Police Force, he said, would continue working with government agencies, industry stakeholders, creative professionals and communities to secure the sector and create an environment where legitimate economic activity can flourish.

CAPPA Urges Policymakers to Regulate Festive Food Marketing in Public Interest

The Corporate Accountability and Public Participation Africa (CAPPA) has called on Nigerian policymakers to urgently regulate the marketing of unhealthy foods and beverages, warning that weak oversight is allowing corporate interests to undermine public health, particularly during festive periods. Speaking at a press briefing in Lagos while presenting a new report titled Unhealthy Food Hijack of Festive Periods in Nigeria, CAPPA’s Executive Director, Akinbode Oluwafemi, said incremental policy responses were no longer sufficient given Nigeria’s rising burden of non-communicable diseases. World Food Day: CAPPA Warns Against Corporate Capture of Nigeria’s Food System

As Nigeria joins the rest of the world to commemorate World Food Day 2025, the Corporate Accountability and Public Participation Africa (CAPPA) has raised concern over the growing dominance of ultra-processed foods in the country’s food system, warning that weak regulation and unchecked corporate influence are endangering public health.
